Participates in the Power Generation Hydro project execution group that manages high risk diving activities utilizing a programmatic approach. The purpose of the program is provide safe, cost effective, and timely response for underwater inspections, repair and construction services for all diving activity in Hydro and to support other PG&E lines of business as requested. Manages all aspects of the underwater dive work from resource planning, scoping, contracting, dive work oversight, to demobilization and project closeout.
Develops Power Generation procedures defining the dive program components including internal processes and roles and responsibilities for the dive program team, dive requestors, and other stakeholders, including contractor safety program in all aspects of the Power Generation dive program.
Assumes lead role in identifying, pre-qualifying and maintaining an adequate number of highly experienced underwater diving contractors.
Coordinates with internal and external resources including contracts, inspection, engineering, facility safety, asset management, project management, O&M and other subject matter experts to develop a scope of work, field service contracts and for managing the execution of the work.
Identifies and incorporates industry best practices into the dive program to reinforce safe, timely, quality and cost effective solutions from the dive program team and dive contractors.
Creates and manages scheduling and tracking tools that deliver advanced notification and planning of all dive work to facilitate effective use of resources, quality scopes of work.
Prepares and provides training to key stakeholders regarding their work functions including preconstruction, construction and post construction activities. Places a strong emphasis on resources that provide contractor oversight in the field.
Works with other PG&E lines of business by directly supporting planning and execution of dive work, or by sharing best practices and lessons learned in development of their self-managed dive programs and dive work. Provides consultation regarding compliance standards and applicable codes, standards and regulations.
High school diploma or equivalent
ACDI-Association of Diving Contractors International Diver Certification
50-75% travel required within the Power Generation Hydro service territory.
10 years, job-related experience
Associate’s Degree from 2 year collage or technical school
US Navy 1st Class Diver or Commercial Diving School (ADCI accredited)
Five years’ full-time project management experience in construction, tunneling, or marine related industries
Excellent organizational and time management skills
Ability to write reports, business correspondence, presentations and proposals
Working knowledge of standard Diving, Remotely Operated Vehicle, Sonar and marine practices
Excellent verbal and written communication skills, with the ability to interact effectively and professionally with the team
Strong computer skills including experience with Microsoft Office Suite (especially Excel and Word), CAD, Illustrator, etc.
Working knowledge of standard dive practices and regulations (US Navy Dive Manual, ADCI, USACE, Cal OSHA, OSHA)
Ability to work and drive safely in various locations/climates and road conditions (Power Generation Hydro service territory has various weather that is encountered in the Sierra Nevada’s, which include heavy rain, snow and frigid temperatures).
