Job Purpose:

Responsible for all aspects of the procurement and 3rd-party supplier contracting process. This includes negotiation of contracts that secure favorable terms in relation to the procurement of services and supplier / supplies contracts, securing approvals for new agreements, monitoring of executed contracts / purchase orders, and financial reporting on agreements. These contracts may be in support of end customer-related business processes (e.g., 3rd party suppliers for a bid) or for internal use (e.g., healthcare, fleet, etc.).Extensive customer and supplier engagement is required.

Essential Position Functions:

  • Help establish and improve account policies and procedures in regards to purchasing

  • Work within the business unit to execute contracts and purchase orders that support business requirements, Service Level Agreements (SLAs), etc.

  • Use best practices and knowledge of internal or external business issues to improve products or service

  • Manage vendors and subcontractors from initial engagement through invoice payment and contract end

  • Ensure policies, procedures and the account’s financial needs are followed/considered when making decisions

  • Drive productivity, rationalize supply base, and manage spend

  • Develop & implement purchasing strategies that are sustainable and fully support objectives.

  • Negotiate agreements with vendors and subcontracts

  • Ensure the financial impact of purchased is appropriately documented and monitored to enable accurate financial reporting

  • Understand and adhere to State of California purchasing and procurement standards

Background and skills required:

  • At least three years finance and/or procurement experience

  • Proven track record in delivering process improvement and efficiency initiatives

  • Effective communicator at all levels, up to and including senior / executive management

  • Ability to develop multi-functional relationships

  • Ability to lead and/or participate in cross functional project teams

  • Client and/or vendor management experience

  • Fluent in English

  • Experience negotiating or managing software and IT contracts

  • Bachelor’s degree in Finance, Accounting, business or related field

  • Knowledge of and ability to utilize purchasing benchmarks
