Primary Role

  • Responsible for advanced organization, functions and activities related to water quality and environmental compliance.

  • Investigates water quality complaints and determines appropriate course of action.

  • Implements programs to ensure environmental compliance, including drafting plans and reports, and compiling and analyzing data relating to compliance.

  • Assists in obtaining permits and monitoring compliance with such permits for capital projects.

  • Assists in resolving water treatment and other water quality issues, which may include taking water quality samples.

  • Responsible for maintaining all applicable environmental permits, guidance documents, or approvals to conduct and document compliance and independently prepare reports under management direction.

Key Accountabilities

  • Conducts advanced sampling and/or analysis, as required, to ensure compliance with federal and state water quality regulations and company approved water quality standards. Continuously evaluates environmental monitoring and control programs and processes and makes enhancements or improvements to maintain or improve compliance with federal and state regulations and company approved environmental standards relating to drinking water quality, air quality, waste disposal, water discharges, and impacts to endangered or threatened species. (40%)

  • Obtain, prepare, file and maintain all reports and records to ensure compliance with federal and state environmental regulations and company approved water quality standards. Maintains required permits and makes any necessary modifications and renewals. Ensures timely regulatory compliance program submissions. (30%)

  • Continuously evaluate water/wastewater operations and makes modifications to maintain or improve compliance. Identify potential issues and problems and initiates responsive actions and mitigates environmental violations (20%)

  • Conduct advanced projects and prepare reports as needed (5%)

  • Responsible for planning, preparation and control the portion of the financial plan relating to responsibilities (5%)

Knowledge / Skills

  • Knowledge of federal and state environmental standards and regulations and understanding of current environmental legislation and regulations, including Clean Air Act, Clean Water Act, Resources Conservation and Recovery Act, and National Environmental Policy Act, and California analogs.

  • Knowledge of capital project permitting or land use development entitlements.

  • Use of advanced functions in Microsoft Word and Excel.

Experience / Education

  • Bachelor's degree in Environmental Planning, Biology, or equivalent environmental area.

  • Three (3) to Five (5) years’ experience in environmental compliance preferred.

  • Experience with water or wastewater operations preferred.
