The Program

The California High-Speed Rail program is the first ever high-speed rail system in the U.S. It will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles basin in under three hours at speeds of more than 200 miles per hour. The system will also extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The Role

The California High Speed Rail Authority has awarded WSP | Parsons Brinckerhoff the Program Management role within the Rail Delivery Partners (RDP) program delivery team. As a result we have an immediate opportunity for a Program Controls Manager to help us in providing outstanding service from the Rail Delivery Partnership, reporting directly to the RDP Program Director, based at our program headquarters in Sacramento, CA. The role will:

  • Provide leadership and overall direction of the Program Controls Team

  • Provide programmatic and systems level oversight

  • Coordinate with the Rail Delivery Partner executive team and the Authority

  • Lead a team of discipline managers and specialists

  • Some travel between regional program offices will be required

Job Requirements

The Requirements

The successful candidate will demonstrate all the essential skills and experience to provide strong management guidance and day-to-day direction to project controls staff; being well-versed in all major program controls functions, including:

  • A Bachelor’s Degree in Project Management or a related field

  • At least seventeen years of experience in the engineering/construction industry

  • A strong working knowledge of project controls database applications including EcoSys, Primavera P6 and Contract Manager, TILOS, Timberline, and SharePoint

  • Strong knowledge of Financial/Budget/Cost Management and Reporting, Planning and Scheduling, Progress Monitoring, Earned Value Management systems, Capital/Operating Cost Estimating, Cash Flow Analysis, Cost/Schedule Trend Analysis and Reporting, Scope/Cost/Schedule Change Control and Reporting

  • Experience with Contract Administration, Managing Subcontracts, Invoicing, and Electronic Document Management

  • Experience leading a team of senior specialists and managerial staff.

  • Proven capability in obtaining resolution in a collaborative setting and without formal authority over participants, and in building relationships within management teams and client and other bodies interacting with them.

  • Ability to anticipate and respond to the needs of internal and external stakeholders to exceed their expectations.

  • Employment authorization to work in the United States immediately.
