- Provides leadership and direction to a staff of technical specialists for Human Resource programs such as labor and employee relations, employee development, organizational development, workers compensation and workforce planning.
- Develops proactive program initiatives which will result in improving productivity and employee morale.
- Provides consulation and advice on matters such as grievances and appeals, employee development and training, employee/supervisor conflicts, labor issues and workforce planning.
- Provides extensive management advisory services to senior level officials for all program areas managed.
- Serves as principal consultant and advisor to management regarding workforce planning; develops strategies, options and alternatives to the State Management Team addressing the human capital needs based on analysis of trends, mission requirements, budget considerations, etc.

This position falls under the group coverage qualification standards for Administrative and Management postions. There is no Individual Occupational Requirements for this position.
Specialized Experience Requirements:
Temporary Promotion:In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled.
For GS-13: one year of specialized experience, equivalent to at least the next lower grade level (GS-12) in the Federal service. Specialized experience is further defined as the following: leading, directing and assigning tasks to personnel conducting employee and labor relations analysis work for an organization; applying a wide range of employee and labor relations concepts, policies, analytical and diagnostic methods or techniques to solve multi-facted, interrelated human resource management problems and issues; researching, interpreting, analyzing and applying human resource policies, laws, legal cases, opinions, or regulations in order to give advice to higher level management in correcting program deficiencies; and preparing written documents such as policies and procedures, disciplinary and adverse actions, performance standards, and performance improvement plans.
There is no substitution of education for experience at the GS-12 and above grade levels.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

This is a Detail/Temporary Promotion assignment not-to-exceed one year. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position and agency of record.
Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period, if one has not previously been completed.
Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

You will be evaluated for this job based on how well you meet the qualifications above.
