Responsibilities

Position Summary:

This position reports to the Vice President Medical Affairs. This position is responsible for managing the operational and support functions of the Mercy Family Health Center (Clinic) and facilitating quality patient care while providing excellence in customer satisfaction in collaboration with the Mercy Family Practice Residency Program in a manner consistent with the Values, Mission and Philosophy of Dignity Health.

Methodist Hospital operates the Mercy Family Health Center as an outpatient teaching facility. The Program provides training for residents and numerous medical students. The Center offers a wide variety of comprehensive outpatient services to the communities surrounding Methodist Hospital of Sacramento. The position is responsible for managing all support, operational, compliance and budgetary functions of the MFHC/Clinic. This position is accountable for having an understanding of marketing/client relations, customer service, principles and knowledge regarding medical records, transcription, registration, billing, computer management, EMR, central service, quality assurance, human resource management and personnel policies and procedures.

The outpatient clinic is unique to the hospital system; therefore, the incumbent is responsible for being knowledgeable in both systems and to coordinate work with hospital departments as appropriate. This position is responsible for the development and implementation of clinic policies and procedures to ensure efficient, professional clinic and nursing services and compliance with current Title 22 and the Joint Commission regulations. The manager is responsible in identifying nursing and staff development needs and to meet those needs through coordination of staff development, competency and in-service training programs.

This position is responsible for Human Resource Management including: interviewing, hiring, terminating and training, scheduling and coordinating the duties of the MFHC staff; approving timecards and overtime; completing performance evaluations and meeting productivity targets. This position serves as a liaison between physician, resident, and support staff, and the public they serve to facilitate interactions and resolve mutual concerns. The incumbent is responsible for Financial Management including: departmental productivity and expenses; processing check requests for payment; and participating in resolution of problems associated with the clinic practice management information system. The incumbent is responsible for the development of capital and operating budgets to ensure efficient and effective use of clinic/hospital resources.

This position will provide centralized control, coordination and management of the clinic's operating budget. Ensures financial resources are available for approved clinical programs by utilizing appropriate funding mechanisms (capital budget, operational revenue, grants, philanthropy, etc.) and serves as a resource person in business activities to the medical and clerical staff. Reporting to this position include but not limited to Registered Nurse, Medical Assistant and clinic clerical support.

Major challenges include: Operating a hospital based outpatient clinic with rising healthcare costs in a predominately manage care environment; employee recruitment and retention; developing and maintaining stable operational policy and procedures; structuring and maintaining the billing and collection system collaboratively with the Mercy Foundation; building and working with a sufficient patient base to support both quality academics for the residency program and sufficient revenue for business viability; implementing constantly changing requirements of health plans to meet managed care mandates; working with governmental programs to coordinate care and reimbursement issues.

Other challenges include meeting hospital licensing standards and resident education, collaborating with regional physician entities, i.e., Hill Physicians Medical Group, etc., to recruit and retain target patient populations.

This position has accountability and authority to hire, orient, counsel, evaluate, discipline, and discharge staff; designate budgeted expenditures; establish inventory control systems and materials management; develop proposals; resolve patient complaints according to established guidelines; make adjustments on patient charges involving extenuating circumstances; update Clinic policy and procedures in compliance with regulatory requirements; and respond to emergency situations as they arise. Decisions are submitted to the Vice President Medical Affairs regarding creation of staff positions, policies and programs, capital expenditures; approval for new leases; and expenditures in excess of $1000.

Qualifications

Minimum:

  • Associate degree in a related field required

  • Three (3) years of experience in clinic operations required

  • Three (3) years of clinic supervisory experience required

  • Effective computer skills to include Outlook, Word and Excel

  • Demonstrated leadership skills including facilitation teamwork, coaching, consensus building, problem-solving, and effective oral and written communication skills.

  • Working knowledge of legal and regulatory requirements, principles and practices of management with a current knowledge of the Joint Commission and hospital outpatient clinic services.

  • Financial skills for reimbursement and cost control, budget analysis and development, operation of patient accounting system.

  • Ability to support reimbursement procedures for Manager care, MediCal, Medi-care and other third-party payors.

Preferred:

  • Bachelors in a related field preferred
